The Jharkhand Pradesh Congress Committee (JPCC) on Monday expressed concern over nearly 40 lakh voters being identified under the Absent, Shifted, Dead and Duplicate (ASDD) category during the ongoing Special Intensive Revision (SIR)-2026 of electoral rolls in the state.
A delegation led by JPCC president Keshav Mahto Kamlesh submitted a memorandum to Jharkhand Chief Electoral Officer K. Ravi Kumar, urging the Election Commission to extend the notice and hearing period by 15 days to ensure that genuine voters are not left out of the electoral rolls.
Addressing the media, Kamlesh said the steadily increasing ASDD list, particularly the large number of voters classified as “absent”, was a matter of serious concern. He claimed that in major Assembly constituencies, including Ranchi, Hatia, Kanke, Dhanbad, Bokaro, and Jamshedpur West, the number of such voters ranges between 75,000 and 1.15 lakh.
Given the state’s level of digitisation, he said, such a high number of voters being placed in the “absent” category warrants closer scrutiny.
The Congress delegation also pointed out that the ongoing Shravani Mela in Deoghar, Dumka, and adjoining districts could affect both public participation and administrative functioning during the revision process.
It further alleged that Booth Level Officers (BLOs) in several areas were collecting forms without issuing signed acknowledgement receipts to applicants.
