Jharkhand chief electoral officer (CEO) K Ravi Kumar on Tuesday said the Special Intensive Revision (SIR) of the electoral rolls is a transparent and participatory exercise, with every stage subject to scrutiny and provisions for appeal to ensure the accuracy of the voter list.

Election Commission Launches Enumeration Phase with Door-to-Door Verification

Addressing the media at Nirvachan Sadan on the launch of the enumeration phase, Kumar said booth level officers (BLOs) and booth level agents (BLA-2) held meetings across the state, while partially pre-filled enumeration forms were distributed to BLOs for door-to-door verification.

Online Provision for Migrant Voters

The enumeration phase will continue from June 30 to July 29, during which BLOs will visit every household to deliver the forms. Electors are required to verify the pre-filled details, complete the remaining information, and submit the forms to their respective BLOs.

Migrant voters may submit their forms online through their BLOs, while eligible family members may also submit forms on behalf of absent voters.

To spread awareness, the CEO conducted a two-day social media campaign. On the first day, electoral literacy clubs (ELCs) organised awareness programmes across the state using posters and videos to educate voters and future electors about the SIR process.

On the second day, district social media handles, media organisations, and digital creators widely shared information using the hashtag #JharkhandSIR, which the CEO said gained global trending status.

Kumar clarified that no documents are required while filling the enumeration form. He urged voters whose details were not mapped during the previous revision to provide the necessary information to BLOs for verification.

Two-Stage Verification Process to Refine Draft Voter List by August 5

The verification process will be carried out in two stages—first by BLO supervisors and then by electoral registration officers (EROs) or assistant electoral registration officers (AEROs).

He added that only eligible Indian citizens should participate in the SIR exercise. The draft electoral roll, to be published on August 5, will exclude names of deceased, permanently shifted, duplicate, absent, and non-Indian voters, while ensuring that no eligible citizen is left out of the electoral roll.
