Ranchi: Members of the Jharkhand Sachivalaya Sewa Sangh (JSSS) on Sunday threatened to launch a phased agitation if the state government does not reconsider its July 2 cabinet decision that extends the time period for promotions of secretariat service officers.
At a general body meeting held in Ranchi, JSSS members strongly opposed the decision, claiming that it would adversely affect the career progression and morale of secretariat employees.
They said that under the revised arrangement, officers would receive only two promotions in 16 years, compared to the existing provision of two promotions in eight years.
JSSS president Ritesh Kumar said a delegation of the association would seek meetings with Chief Minister Hemant Soren, the concerned minister, and the Chief Secretary to place their concerns before the government.
He added that the executive committee had been authorised to decide the future course of action if their demands were not be addressed.
“The agitation would be carried out in phases, including a pen-down strike, mass leave and eventually a strike. The state government and the Personnel and Administrative Reforms Department would be responsible if employees are forced to take this route,” Kumar said.
The association members argued that instead of delaying promotions, the government should expedite the process, particularly when around 225 posts of deputy secretary are lying vacant.
They claimed that the revised promotion timeline would further widen vacancies at senior levels and affect administrative efficiency.
During the meeting, the general body also approved a monthly membership fee of 200 for members. Joint Secretary Hem Narayan Singh was appointed as the new treasurer of the organisation.
The JSSS delegation had earlier met Minister Dipak Birua and apprised him of their concerns.
