Doctors across Jharkhand will launch a phased agitation from Tuesday to press for the implementation of the Dynamic Assured Career Progression (DACP) scheme, beginning with wearing black badges while attending to patients until October 20, followed by a symbolic strike on October 21 and an indefinite strike thereafter.

The agitation will be led by members of the Jharkhand State Health Services Association (JSHSA) and doctors associated with the Indian Medical Association (IMA), along with doctors posted at state government health centres across Jharkhand.

Speaking to TGC, JSHSA state secretary Dr Vimlesh said the medicos’ demands include implementing DACP in Jharkhand on the lines of Bihar and the Central government. They are also seeking action on the IMA’s pending demands concerning the Clinical Establishments Act and measures to ensure the safety of students in medical colleges.

DACP is intended to address career stagnation among government doctors by providing time-bound career and pay progression after specified periods of service, even when regular promotion is unavailable due to a shortage of vacancies.

Under the Central Health Service framework, eligible doctors can receive time-bound promotions without these being linked to the availability of promotional posts. The applicable provisions and timelines, however, depend on the respective service rules.

Doctors posted at the Rajendra Institute of Medical Sciences (RIMS), Ranchi, will not participate in the agitation as the institute is an autonomous body.
