Ward committees will soon be set up across all 55 wards of Dhanbad Municipal Corporation, pending approval from the municipal board, in a move aimed at bringing civic planning closer to residents and boosting public participation in local development. Committee will have up to 10 members, chaired by the ward’s elected councillor. Modelled on the lines of Gram Sabhas, these bodies will give residents a platform to flag local issues and help set development priorities. Schemes identified at the ward level will be forwarded to the municipal board via the councillor for approval. A key feature is the allocation of 20% of the municipal budget’s maintenance funds to these committees, to be spent on civic services like water supply, sanitation, drains, streetlights, parks, markets and roads — following government-prescribed procedures.
Beyond fund utilisation committees will monitor waste management, sanitation, water supply, streetlights and road repairs, while overseeing municipal schools, dispensaries and health centres, and promoting cultural and sports activities. They will also support the civic body in identifying welfare scheme beneficiaries and in tax and fee collection To ensure inclusive representation, at least one-third of nominated members must come from registered welfare or community-based organisations, and women must make up at least half the committee. A corporation-nominated officer will act as secretary, responsible for recording meeting proceedings.
